An executive session convened at 6:00 p.m., pursuant to A.R.S. 38-431.02, notice having been duly given.A regular meeting of the Maricopa County Community College District Governing Board was scheduled to be held at 7:00 p.m. at the District Support Services Center, 2411 West 14th Street, Tempe, Arizona.

EXECUTIVE SESSION
President Christensen called for a motion convening an executive session, notice having been previously given.MOTION NO. 8019
Donald R. Campbell moved that an executive session be convened. Motion carried 5-0.The meeting recessed at 6:01 p.m.
The meeting reconvened at 7:05 p.m.Dr. Christensen acknowledged administrative substitutions: Frank Ramirez for William Waechter, Carol Scarafiotti for Linda Thor, and Fred Stahl for Raul Cardenas, and welcomed students from Stacy Ayers', Lynn Milner's and Joe Ochap's classes.
APPROVAL OF MINUTES
President Christensen requested a motion approving the minutes of the March 16, March 23, and April 13, 1993 meetings.MOTION NO. 8020

There was no report.CHANCELLOR'S REPORT. Paul Elsner introduced Karl Matthusen and noted that KBAQ, a classical radio station, is now on the air. Ron Bleed presented the 100th VCN (Video Conference Network) Special Event award to Geoff Eroe. Mr. Eroe was unable to be present to accept the award. Chancellor Elsner then reported on the All Employee Recognition Dinner and the Honors Convocation.
STATE BOARD REPORT. Mr. Ullman reported on requests made to the State Board for tuition and fee increases. Mr. Ullman stated that an invitation was being issued to governing board members, chancellors, presidents and other administrators to attend a State Board study session to be held June 18, 1993, to begin preparations for the next legislative session.
AADGB REPORT, There was no meeting because of board member attendance at ACCT meetings.
LEGISLATIVE REPORT. Chris Bustamonte reported on the final status of bills, tax reductions, and study assignments for committees. Mr. Bustamone noted that the Legislative Office is preparing a communiqué to be shared with governing board members, administrators and other staff. Pat Hill and Jim Ullman were thanked for their contributions during the past legislative session.
BOARD MEMBER REPORTS. Governing Board members reported as follows:
1. M. Grant Christensen presented Chancellor Elsner with a plaque and pin for fifteen years of service to MCCCD. Dr. Christensen attended the Honors Convocation, and noted that the Maricopa Foundation provided over one million dollars in scholarships during the previous year. Dr. Christensen announced that President Larry Christiansen has been elected President-elect of the East Valley Partnership, a consortium of business, college and community members.
2. Nancy Stein attended the Creative Writing Awards Reception, theater presentations at Mesa Community College and Scottsdale Community College, Dialogue Day at South Mountain Community College, and the ACCT Pacific Region Seminar. Mrs. Stein was a guest speaker for Ginny Stahl's EDU 250 class, visited Rio Salado Community College, attended the Employee Recognition Dinner, and has accepted invitations from the Language and Communication faculty division at Scottsdale Community College and the Arizona Interscholastic Press Association board meeting and break-out sessions.
3. Linda B. Rosenthal welcomed Arizona Community College Association Executive Director Pat Hill. Mrs. Rosenthal attended the Gateway Community College 25th Anniversary Celebration, the Creative Writing Reception, the ACCT Pacific Region Seminar and noted that Ric Mattice, Eastern Arizona College, had been awarded the Pacific Region Trustee Award.
4. Roy C. Amrein asked that Dr. Elsner use this time to report on his attendance at an Executive Committee meeting of Campus Compact in Washington D.C.
5. Donald R. Campbell attended the Foundation Finance Committee meeting, the Annual Foundation Meeting, and a High School Dropout Committee meeting.
FACULTY REPORT. Paul de Pippo introduced the new faculty president, Dr. Nancy Miller. Dr. Miller thanked Dr. de Pippo for his service as faculty president and introduced new Faculty Senate Executive Committee members: Freddie Antilla, President elect; Sidney Ford, Chandler Gilbert Community College; Rosemary Kesler, Gateway Community College; Carl Samuels, Glendale Community College; Claire Keyworth, Mesa Community College; Rose Pfefferbaum, Phoenix College; Rod Christian, Rio Salado Community College; Tom Trollen, Scottsdale Community College; George Barrientos, South Mountain Community College; and Bob Bendotti, Paradise Valley Community College. Dr. Miller expressed faculty concerns relating to budget impact on providing quality education and service to students.
EMPLOYEE GROUPS. There were none.
STUDENT GOVERNMENT REPORTS. Richard Robles, Glendale Community College, expressed student dissatisfaction with the tuition and fee increase and presented petitions signed by Glendale Community College students objecting to the tuition and fee increase. Mr. Robles also requested student representation on BDEC. Mindy Elias, Michelle Madarieta, and Gina Gephart expressed support for the tuition increase on behalf of students at Chandler Gilbert Community College. A request was made for consideration of portable buildings to provide for additional space at Chandler Gilbert Community College until funds become available for permanent facilities.
CITIZEN'S INTERIM. Jeremy Kaltenbach, Glendale Community College student, spoke against the tuition and fee increase, stating that he felt the increase was in conflict with the mission of the Maricopa County Community College District to provide accessible and affordable education. Rick Steffen, Glendale Community College student, expressed his opinion that the District has increased costs over the past few years without increasing benefits for students.
APPROVAL OF AGENDA. Approval of the agenda was recommended.

Donald R. Campbell moved that the agenda be approved. Motion carried 5-0.(B-1) CONSIDERATION OF EMPLOYMENTS, RESIGNATIONS, RETIREMENT, AND TERMINATIONS - Frank Ramirez recommended approval of the personnel actions with the deletion of a change of assignment for Barbara Poe on page 1.

Linda B. Rosenthal moved that the Governing Board approve the recommended employments, resignations, retirements, and terminations with the deletion of the change of assignment for Barbara Poe on page 1. Motion carried 5-0.(B-2) EARLY/ACTIVE RETIREMENT PROGRAM - Frank Ramirez recommended authorization for changes in the Early/Active Retirement Programs, noting that additional recommendations will be forthcoming with regard to cost containment. Retention of a viable Active Retirement Program and cost containment have been considered in recommending these changes.

Linda B. Rosenthal moved that the Governing Board authorize the proposed actions with regard to the Early and Active Retirement Programs, and recognize that future recommendations will be forthcoming with regard to cost containment and the reduction of potential liability toward the $2 million identified by the Chancellor in his recommendations to the Governing Board regarding the 1993-94 budget. Motion carried 5-0.(C-1) CURRICULUM - Approval of the Curriculum was recommended. Nancy Stein asked for clarification of inconsistencies in the curriculum recommendations including course offerings, development of new courses, deletion of courses, faculty status, and costs of promoting new courses. Dr. de los Santos Jr. noted that his area is responsible for the development of curriculum and that the individual colleges are responsible for the number of classes to be offered, scheduling of classes, and staffing. Dr. Elsner noted that changes in the course bank on a regular basis are necessary in order to maintain a dynamic course bank.
Linda B. Rosenthal asked about transfer of courses in volunteerism and changes in core requirements for some programs. Some courses in volunteerism will not transfer, however, students are made aware of this prior to enrollment. In response to another question, changes in core curriculum requirements are intended to broaden student options. Revisions to the general education core curriculum statement approved in February, 1993, will be made. In response to a question from Roy Amrein, courses listed on pages 28 and 29 are broken into short modules.

Roy C. Amrein moved that the Curriculum be approved. Motion carried 4-1. Nancy Stein was opposed.(C-2) AMENDMENT TO NONDISCRIMINATION POLICY - Approval of an amendment to the Nondiscrimination policy was recommended.
MOTION NO. 8025
Linda B. Rosenthal moved that the Governing Board approve an amendment to the Nondiscrimination Policy to add, "In accordance with all applicable federal, state, and local regulations, MCCCD will maintain and update an Affirmative Action Program on an annual basis."AMENDMENT TO MOTION.
Linda B. Rosenthal moved that the Governing Board add the following statement to the proposed amendment: "The Affirmative Action Program will be distributed to the Governing Board and CEC members by December 31 of each calendar year." The amendment to Motion No. 8025 carried 5-0. Motion No. 8025, as amended, carried 5-0.(C-3) SCC FIELD BIOLOGY - BIO 149 AH MARINE BIOLOGY IN MEXICO - Art DeCabooter recommended approval of a one-week field trip course to Rocky Point, Mexico, June 1-8, 1993, for the purpose of studying the marine biology, ecology, and natural history of this area. Mrs. Rosenthal noted that corrections to the times on the schedule should be made.

Donald R. Campbell moved that Governing Board approve a one-week field trip course to Rocky Point, Mexico, June 1-8, 1993, for the purpose of studying the marine biology, ecology, and natural history of this area. Motion carried 5-0.(C-4) CORPORATE TRAINER FOR FORD MOTOR COMPANY - John Waltrip recommended approval of an extension to the agreement between Ford Motor Company and the Maricopa County Community College District to provide a corporate trainer to train Ford Motor Company dealer technicians. In response to a question from Roy C. Amrein, Dr. Waltrip explained that the program has already started and is being funded with carry-over dollars.

Roy C. Amrein moved that the Governing Board approve an extension of the agreement between Ford Motor Company and the Maricopa County Community College District for THE INSTITUTE for Business, Industry and Technology at Glendale Community College to provide a Corporate Trainer to train Ford Motor Company dealer technicians from March 19, 1993 to December 31, 1993. Motion carried 5-0.(C-5) SUN SOUNDS INTERGOVERNMENTAL AGREEMENT ARIZONA DEPARTMENT OF LIBRARY ARCHIVES; PUBLIC RECORDS- Carol Scarafiotti recommended that the Governing Board approve an intergovernmental agreement between the Arizona Department of Library, Archives and Public Records and Rio Salado Community College on behalf of Sun Sounds in the amount of $30,000 to be used for the Sun Sounds Radio Reading Service Outreach Program.
(C-6)SUN SOUNDS INTERGOVERNMENTAL AGREEMENT CITY OF SCOTTSDALE - Carol Scarafiotti recommended that the Governing Board approve an intergovernmental agreement between the City of Scottsdale and Rio Salado Community College on behalf of Sun Sounds in the amount of $3,000 to be used by the Phoenix facility of the Radio Reading Program for the blind, visually impaired and physically disabled.
(C-7)SUN SOUNDS INTERGOVERNMENTAL AGREEMENT STATE OF ARIZONA - Carol Scarafiotti recommended that the Governing Board ratify an intergovernmental agreement between the State of Arizona and Rio Salado Community College on behalf of Sun Sounds in the estimated amount of $61,789 to be used by the Sun Sounds Document Conversion and Training Program for training of blind and visually impaired persons. Mrs. Rosenthal asked about facility lease. The State of Arizona will pay the actual cost of facility lease.
(C-8) SUN SOUNDS INTERGOVERNMENTAL AGREEMENT CITY OF TUCSON - Carol Scarafiotti recommended that the Governing Board approve an intergovernmental agreement between the City of Tucson and Rio Salado Community College on behalf of Sun Sounds in the amount of $10,000 to be used for the Tucson satellite facility of the Radio Reading Program for the blind, visually impaired, and physically disabled.

Linda B. Motion carried 5-0.C-9) RIO SALADO COMMUNITY COLLEGE GED TESTING FOR THE ARIZONA DEPARTMENT OF YOUTH TREATMENT AND REHABILITATION - Carol Scarafiotti recommended acceptance of an Intergovernmental Agreement with the Arizona Department of Youth Treatment and Rehabilitation to provide for GED testing services at Adobe Mountain Juvenile Institution, Black Canyon Juvenile Institution, and Alamo Juvenile Institution for the period June 1, 1993 through May 31, 1994 (with an on-going extension option). Nancy Stein asked if testing is followed by other activities. Currently, no other educational activities follow the testing but it is hoped that youths will pursue further education. Linda B. Rosenthal asked for the locations for Black Canyon Juvenile Institution and Alamo Juvenile Institution. This information will be provided by Karen Mills.

Roy C. Amrein moved that the Governing Board accept an Intergovernmental Agreement with the Arizona Department of Youth Treatment and Rehabilitation to provide for GED testing services at Adobe Mountain Juvenile Institution, Black Canyon Juvenile Institution, and Alamo Juvenile Institution for the period June 1, 1993 through May 31, 1994 (with an on-going extension option). Motion carried 5-0.(C-10) RIO SALADO COMMUNITY COLLEGE A COUNTYWIDE ABE/GED/ESOL PROGRAM FY 1993-94 - Carol Scarafiotti recommended acceptance of an Intergovernmental Agreement of $1,072,839 from the Arizona Department of Education/Adult Education Division, pending receipt of approved application to continue the countywide Adult Basic Education, GED (High School Equivalency Diploma) Preparation, and English for Speakers of Other Languages Program through Rio Salado Community College for the period July 1, 1993 to June 30, 1994. Linda B. Rosenthal questioned the 5% Indirect Costs and suggested that consideration might be given to turning down some grants with low indirect cost percentages, which in turn impact other areas of the MCCCD budget. Dr. Campbell noted that some services are provided as a community service. Dan Whittemore added that indirect costs are frequently not directly attributable to a specific program and, therefore, budgetary impact cannot be accurately determined. In response to a question from Nancy Stein, Karen Mills indicated that the current system makes it impossible to track all of the participants of these programs to determine whether they continue in other District programs.
MOTION NO. 8030
Donald R. Campbell moved that the Governing Board accept an Intergovernmental Agreement for $1,072,839 from the Arizona Department of Education/Adult Education Division, pending receipt of approved application, to continue the countywide Adult Basic Education, GED (High School Equivalency Diploma) Preparation, and English for Speakers of Other Languages Program through Rio Salado Community College for the period July 1, 1993 to June 30, 1994. Motion carried 5-0.(C-11) AZALL - (ARIZONA ADULT LITERACY LINK) FY 1993-94 - Carol Scarafiotti recommended acceptance of a grant from the Arizona Department of Education/Adult Education Division for $28,000, pending receipt of funding, to continue housing and operating a 1-800 (toll free) number from July 1, 1993 through June 30, 1994. In response to a question from Linda B. Rosenthal, 681 calls were received between January and March 1993.

Rosenthal moved that the Governing Board accept a grant from the Arizona Department of Education/Adult Education Division for $28,000, pending receipt of funding, to continue housing and operating a 1-800 (toll free) number from July 1, 1993 through June 30, 1994. Motion carried 5-0.(C-12) INTERGOVERNMENTAL AGREEMENT WITH MARICOPA COUNTY SOCIAL SERVICES DEPARTMENT BUDGET FY 1993-94 - Phil Randolph recommended approval of an Intergovernmental Agreement of $133,199 with the Maricopa County Social Services Department for the coordination and delivery of a Basic Education component in the Northwest, Southwest, and Eastern JTPA (Job Training Partnership Act) Training Centers for the fiscal year July 1, 1993 to June 30, 1994 pending receipt of approved application, and including a minimum reimbursement ceiling of $165,000 for tuition and fees for occupational training at the Maricopa Skill Center or any of the ten Maricopa Colleges and Centers. Linda B. Rosenthal requested clarification of the diverse dollar amounts reflected in the recommendation.

Amrein moved that the Governing Board approve an Intergovernmental Agreement of $133,199 with the Maricopa County Social Services Department for the coordination and delivery of a Basic Education component in the Northwest, Southwest, and Eastern JTPA (Job Training Partnership Act) Training Centers for the fiscal year July 1, 1993 to June 30, 1994 pending receipt of approved application, and including a minimum reimbursement ceiling of $165,000 for tuition and fees for occupational training at the Maricopa Skill Center or any of the ten Maricopa Colleges and Centers.
