An executive session and regular meeting of the Maricopa County Community College District Governing Board were scheduled to be held at 5:30 p.m. and 6:30 p.m. respectively at the District Support Services Center, 2411 West 14th Street, Tempe, Arizona, pursuant to A.R.S. §38-431.02, notice having been duly given.PRESENT

Richard Cary came forward to express concerns regarding the appearance of the library structure at Glendale Community College. He described the structure as unattractive and obstructive, sending a negative message to students, and appearing as an unfinished construction site. Mr. Cary noted that he had received feedback from other employees at GCC reflecting similar opinions.BOARD MEMBER REPORTS

Wanda Elie presented a visual report reviewing the year during her presidency of the Professional Staff Association. Mrs. Elie introduced Dorothy Strait as the new president of the organization. An invitation was extended to attend the PSA Summer Conference to be held in July.COLLEGE REPORTS

Candice Standoli, representing the Native Pride Club from the Skill Center, provided information on the services and activities performed by its members. Assistance is provided to students through their transitional phases and communication is maintained with other Native American organizations. Activities include fundraising efforts and entertainment functions.STATE BOARD REPORT
Nick Balich reported that the meetings of the Governors Task Force on Higher Education are moving along well. Mr. Balich serves on a funding subcommittee of the Task Force.AADGB REPORT
Linda Rosenthal reported that action taken and discussion at the AADGB meeting included the following. Officers were elected, votes were taken on bylaw changes, and districts were asked to provide early notice if they will not be paying their dues.LEGISLATIVE REPORT
Jack Lunsford reviewed the key components in the Governors Sales Tax Proposal for Higher Education. Information on the subject is available on the MCCCD Legislative Affairs website.AWARDS AND RECOGNITIONS
Gene Eastin and fellow Governing Board Members presented Dr. Cardenas with the following resolution for his service. Noted was his promotion of college community cooperation and his service to the Governing Board in his role as interim-Chancellor.WHEREAS Raul Cardenas, after serving the Maricopa County Community College District for twenty-one years as a college president, assumed the role of interim Chancellor for the 1999-2000 academic year; and
WHEREAS Raul Cardenas undertook his new responsibilities at a time that portended uncertainty, and immediately inspired confidence and trust in his leadership skills; and
WHEREAS Raul Cardenas, as interim Chancellor, has vigorously advanced not only Maricopas mission, but also a career-long commitment to champion the interests of any group whose rightful presence is under-represented in higher education; and
WHEREAS Raul Cardenas will continue to serve educations diverse communities when he inaugurates his new charge as Maricopas first Vice Chancellor for External Affairs; and
WHEREAS Raul Cardenas, throughout his tenure at Maricopa, has embodied that institutions spirit. He deems each new challenge an opportunity, and each new opportunity a vision;
NOW, THEREFORE, the Governing Board of the Maricopa County Community College District, its employees and students, do hereby acknowledge the outstanding contributions of their interim Chancellor, convey their gratitude for his distinguished service, and wish him well in his continued leadership.
APPROVED this 27th day of June 2000.Phil Randolph recognized Anna Solley for her appointment as Vice Chancellor of Academic Student Affairs effective July 24. Bertha Landrum received recognition for her service as interim-Vice Chancellor.
Ron Bleed reported that the district had received an award for its web pages from Equal Access to Software and Information (EASI) and recognized the Maricopa Web Development Team.

President Eastin asked if there were any requests to remove items from the Consent Agenda. Dr. Cardenas requested that items 12.a. and 12.b. be pulled from the Consent Agenda.The following items are included in the Consent Agenda:
(A-1) APPROVAL OF MINUTES - of the May 23 and June 13, 2000 meetings.
(B-1) CONSIDERATION OF EMPLOYMENTS, RESIGNATIONS, RETIREMENTS AND TERMINATIONS - Phil Randolph recommended that the employments, resignations, retirements and terminations be approved as presented.
(B-2) AWARD THIRD PARTY CLAIMS ADMINISTRATION SERVICES FOR GENERAL LIABLITY, AUTO LIABLITY, AND LARGE PROPERTY CLAIMS - Award a contract to Cunningham Lindsey for third party claims administration (TPA) services for general liability, automobile liability, and large property claims at a cost of $395 per claim for the life of file/life of contract. The initial term of this contract will be from July 1, 2000 to June 30, 2001. The District may, at its discretion, exercise up to four one-year option periods, for a total contract not to exceed five years. The rates are guaranteed for one year. Rates for subsequent renewal terms will be negotiated.
(B-3) AWARD OF A CONTRACT TO PROVIDE CATASTROPHE AND SUPER CATASTROPHE INSURANCE COVERAGE - Award a contract to Student Insurance of Los Angeles, California for catastrophe and super catastrophe insurance coverages at annual costs of $16,500 and $36,106 respectively for an annual combine cost of $52,606.
(C-1) UTILITY EASEMENT FOR PRIMARY ELECTRICAL SERVICE AT SOUTH MOUNTAIN COMMUNITY COLLEGE -Approve A) granting a utility easement to Salt River Project (SRP) at South Mountain Community College, and B) forwarding the item on to the State Board for approval. (C-2)
EASEMENT TO THE CITY OF PHOENIX TO WIDEN 32ND STREET AT PARADISE VALLEY COMMUNITY COLLEGE - Approve A) granting an easement to the city of Phoenix to widen 32 Street at Paradise Valley Community College and B) forwarding the item on to the State Board for approval.
(C-3) SELECTION OF 17 DISTRICT-WIDE ANNUAL SERVICES CONSULTANTS - Approve A) the selection of seventeen companies, which are listed on the item to provide consulting services on an as-needed basis in the categories identified, and B) forwarding this item for State Board action.
(C-4) CONTRACT AWARD FOR NEW CCTV SYSTEM AT GLENDALE COMMUNITY COLLEGE - Approve awarding a contract in the amount of $215,144.77 to Southwest Access & Video Corporation for a new CCTV Security System at Glendale Community College.
(C-5) CURRICULUM - Approve the curricula as submitted.
(C-6) RECEIPT OF TUCSON CDBG ON BEHALF OF SUN SOUNDS RADIO - Approve entering into an intergovernmental agreement with the City of Tucson on behalf of Sun Sounds of Arizona for a $10,000 Community Development Block Grant (CDBG) project.
(C-7) RECEIPT OF MESA (CDBG) ON BEHALF OF SUN SOUNDS RADIO - Approve entering into an intergovernmental agreement with the City of Mesa on behalf of Sun Sounds of Arizona for a $11,875 Community Development Block Grant (CDBG) project.
(C-8) RECEIPT OF MARICOPA COUNTY CDBG ON BEHALF OF SUN SOUNDS RADIO - Approve entering into an intergovernmental agreement with Maricopa County on behalf of Sun Sounds of Arizona for a $23,625 Community Development Block Grant (CDBG) project.
(C-9) RECEIPT OF GRANT FROM THE ARIZONA DEPARTMENT OF LIBRARY ARCHIVES AND PBULIC RECORDS ON BEHALF OF SUN SOUNDS RADIO - Accept a grant from the Arizona Department of Library Archives and Public Records on behalf of Sun Sounds of Arizona for $25,000 for the provision of internet and dial-up services to the blind, visually impaired, and print-disabled populations in Arizona.
(C-10) INTERGOVERNMENTAL AGREEMENT BETWEEN MARICOPA COUNTY HUMAN SERVICES DEPT AND MCCD THROUGH MCC/EDUCATIONAL DEVELOPMENT TRAINING CENTER -Approve the $28,000 Human Services Department intergovernmental agreement between Maricopa County Human Services and Mesa Community College/Educational Development Training Center, to provide the educational services, training and mentoring necessary for eligible Head Start staff and parents, for the period of July 1, 2000 to June 30, 2001.
(C-11) IGA BETWEEN MCCCD AND AZ DEPT OF EDUCATION, PHOENIX COLLEGE AND MESA COMMUNITY COLLEGE - Approve an Intergovernmental Agreement to provide U.S. and Arizona Constitution testing for future teachers among their students and the teachers from other areas.
(C-13) INTERGOVERNMENTAL AGREEMENT: MARICOPA SKILL CENTER/PEORIA UNIFIED SCHOOL DISTRICT 11 - Approve an Intergovernmental Agreement on behalf of the Maricopa Skill Center and the Peoria Unified School District 11 for July 1, 2000 June 30, 2001.
(C-14) AGREEMENT BETWEEN MCCCD AND COX COMMUNICATIONS PHOENIX FOR A DEDICATED HIGH DENSITY EDUCATIONAL CABLE CHANNEL - Approve an agreement between COXCOM, INC. d/b/a Cox Communications Phoenix (Cox Communications) and Maricopa Community College District with an effective date of June 28, 2000 to work together to create a digital, educational television channel that will be available in the Greater Phoenix area and will be known as Maricopa Community College Television, or MCTV.
(C-15) DEERE AND COMPANY AND GLENDALE COMMUNITY COLLEGE - Approve a three-year extension of the contract agreement, in the amount of $177,825, between Deere and Company and the Maricopa Community College District through The Institute for Business, Industry and Technology at Glendale Community College. The contract period will be from January 1, 2001 December 31, 2003.
(C-16) BUSINESS AND INTERNATIONAL EDUCATION PROGRAM TITLE VI-B GRANT - Approve the first year of a two-year grant from the United States Department of Education in the amount of $147,075 to operate a Business and International Education Grant. First year funding is $76,000.
(C-17) 2000-2001 INTERGOVERNMENTAL AGREEMENT BETWEEN ESTRELLA MOUNTAIN COMMUNITY COLLGES GENESIS WEST PROGRAM AND TOLLESON UNION HIGH SCHOOL DISTRICT *TOLLESON AND WESTVIEW CAMPUSES AND THE CONTINUING EDUCATIONA ACADEMY - Approve extending an IGA between Maricopa Community College District and Tolleson Union High School District to continue the Genesis West Program at Estrella Mountain Community College for an additional year.
(C-18) 2000-2001 INTERGOVERNMENTAL AGREEMENT BETWEEN ESTRELLA MOUNTAIN COMMUNITY COLLGES GENESIS WEST PROGRAM AND DYSART UNIFIED SCHOOL DISTRICT - Approve extending an IGA between Maricopa Community College District and Dysart Unified School District to continue the Genesis West Program at Estrella Mountain Community College for an additional year.
(C-19) 2000-2001 INTERGOVERNMENTAL AGREEMENT BETWEEN ESTRELLA MOUNTAIN COMMUNITY COLLGES GENESIS WEST PROGRAM AND BUCKEYE UNIFIED HIGH SCHOOL DISTRICT - Approve extending an IGA between Maricopa Community College District and Buckeye Unified High School District to continue the Genesis West Program at Estrella Mountain Community College for an additional year.
(C-20) 2000-2001 INTERGOVERNMENTAL AGREEMENT BETWEEN ESTRELLA MOUNTAIN COMMUNITY COLLGES GENESIS WEST PROGRAM AND AGUA FRIA UNIFIED HIGH SCHOOL DISTRICT *AGUA FRIA AND MILLENIUM CAMPUSES -Approve extending an IGA between Maricopa Community College District and Agua Fria Unified High School District to continue the Genesis West Program at Estrella Mountain Community College for an additional year.
(C-21) MARICOPA COMMUNITY COLLEGES SMALL BUSINESS DEVELOPMENT CENTER - Approve acceptance of intergovernmental agreement in the amount of $20,000 between the City of Phoenix and the Maricopa Community Colleges. This agreement represents $20,000 in reimbursement for small business counseling services provided to the City of Phoenixs Small Business Assistance Program. It does not require the expenditure of any Maricopa Community Colleges monies.
(D-1) PEOPLESOFT, INC. CONSULTING CONTRACT - Approve a consulting contract with People Soft, Inc. for an amount not to exceed $900,000 for services to correct, update and improve the Human Resources System.
(D-2) COURSE MANAGEMENT SOFTWARE LICENSE PURCHASE - Approve the purchase of a course management software license for a $200,000 license fee plus $26,962 for modification and an annual maintenance fee of $18,000 from Anon Systems. MOTION

(C-12.A.) INTERGOVERNMANAL AGREEMENT FOR DUAL ENROLLMENT WITH PUBLIC SCHOOL DISTRICTS - Authorize entry into intergovernmental agreements (IGAs) on behalf of its colleges with the public school district as indicated for their dual enrollment programs: Agua Fria Union High School District No. 216, Buckeye Union High School District No. 201, Cave Creek Unified School District No. 93, Chandler Unified School District No. 80, Deer Valley Unified School No. 97, Dysart Unified School District No. 89, East Valley Institute of Technology District No. 401, Fountain Hills Unified School District No. 98, Gilbert Unified School District No. 41, Glendale Union High School District No. 205, Mesa Unified School District No. 4, Paradise Valley Unified School District No. 69, Peoria Unified School District No. 11, Phoenix Union High School District No. 210, Scottsdale Unified School District No. 48, Tolleson Union High School District No. 214, and Tempe Union High School District 213.
(C-12.B.) AGREEMENTS WITH CHARTER HIGH SCHOOL AND PRIVATE SCHOOLS FOR DUAL ENROLLMENT PROGRAMS -Authorize entry into agreements with charter high schools and private educational institutions as indicated on behalf of its colleges for their dual enrollment programs: Charter Schools Horizon Charter School, Arizona Agribusiness & Equine Center, Inc., Espiritu NFL/YET Academy, CI Wilson Academy, Sequoia School, and Grand Canyon College Preparatory. Private Institutions Diocese of Phoenix including Bourgade Catholic High School, St. Marys Catholic High School, Seton Catholic High School, and Xavier college Preparatory; Scottsdale Christian Academy; and Valley Christian High School. Discussion was held on the content of the agreements in relation to previous agreement language. Some primary changes in the contract include the requirements that high schools assure that students are enrolled in at least four high school credit courses and that tuition must be paid by students, parents, guardians or school scholarships. A goal of the agreements is to bring all colleges into compliance with a standard process. These recommended agreements are for the fiscal year 2000-2001.

Entry into intergovernmental agreements (IGAs) on behalf of its colleges with the public school district as indicated for their dual enrollment programs: Agua Fria Union High School District No. 216, Buckeye Union High School District No. 201, Cave Creek Unified School District No. 93, Chandler Unified School District No. 80, Deer Valley Unified School No. 97, Dysart Unified School District No. 89, East Valley Institute of Technology District No. 401, Fountain Hills Unified School District No. 98, Gilbert Unified School District No. 41, Glendale Union High School District No. 205, Mesa Unified School District No. 4, Paradise Valley Unified School District No. 69, Peoria Unified School District No. 11, Phoenix Union High School District No. 210, Scottsdale Unified School District No. 48, Tolleson Union High School District No. 214, and Tempe Union High School District 213.adopt the resolution as presented in opposition to the Taxpayer Protection Act of 2000.
