Mr. Licata is the Associate Vice Chancellor at the District Office with purview over the Academic Technology (AT) team in IT Services (ITS). The AT-ITS team oversees seven program areas including: learning management, constituent relationship management (CRM) and marketing automation, unified communication, IT service management, data analytics, data interoperability, and monitoring/alerting. The team provides services to the District Office and all ten colleges that make up the Maricopa Community Colleges system. Mr. Licata’s team manages a wide variety of enterprise technology including (but not limited to) Canvas LMS, LinkedIn Learning, SuiteCRM, Mautic, Office 365, Cisco Webex, SysAid, Tableau, Tidal, OpsGenie, UptimeRobot, and more.
Prior to joining Maricopa Community Colleges, Mr. Licata was the Sr. Product Manager for Learning Objects, Inc. (later Cengage Learning), where he was responsible for designing and building a competency-based Learning Management System (LMS) in the Education Technology sector. Under his tenure, the platform was used by millions of students all around the world. Building and selling enterprise software at this level required extensive knowledge of academic technology, development and engineering, network operations, cloud services (AWS specifically), quality assurance/testing, and management consulting.
Before Cengage, Mr. Licata was the Associate Director of Learning Solutions at the University of Maryland Global Campus (UMGC). He directed teams responsible for academic and instructional technology, content operations, and textbook operations. During his tenure at UMGC, Mr. Licata provided technical leadership to support the development of complex cybersecurity learning curriculum technology, guided pathways in the graduate school, syllabus standardization, the wholesale replacement of textbooks in the undergraduate school with open educational resources (OERs), and the creation of an institution-wide digital repository for taxonomically organized learning resources throughout the organization.
Mr. Licata has also been a part-time faculty member for over five years in the Business, IT and Management disciplines. He has taught hundreds of students in areas such as business law, project management, business calculations, procurement management, logistics, risk management, Office 365, and more. He is versed in teaching across multiple modalities including fully online, hybrid, and face-to-face learning. He is currently active in faculty pools at both Phoenix College and Saint Leo University.
Mr. Licata holds a Juris Doctorate in Law from the University of Maryland School of Law, a tier-1 law school and the second eldest Law School in the United States. He also holds a Master of Business Administration and Master of Science in Management from the University of Maryland Global Campus. Mr. Licata completed post-graduate certificate programs in Project Management and International Trade. Professionally, he is an Amazon Web Services Certified Cloud Practitioner (AWS-CCP), Six Sigma Blackbelt (CSS-SSB), Certified Scrum Master (CSM), Certified Scrum Product Owner (CSPO) and he also holds other professional certifications in project management (CompTIAProject+) and IT service management (Axelos ITIL and CompTIA Strata IT).
