David provides advice and counsel to College and District Administration regarding employment, Human Resources, and Equal Employment Opportunity matters. David oversees all employment litigation matters, manages outside counsel in representing MCCCD in state and federal courts, and advises our stakeholders to resolve internal and external legal disputes in compliance with employment laws.

Jim oversees the contracts and business services functions for MCCCD, including drafting standard or template contracts, reviewing and negotiating all non-standard contracts agreements, real property agreements, and maintaining the district trademark, copyright and other intellectual property portfolio. As Chief Privacy Officer, Jim also serves on the district’s Incident Response Team and has a lead role in implementing the district’s Written Information Security Program.
