Board Policies

One of the most important roles of the Governing Board is to identify outcomes for the purpose of better serving and being accountable to its constituencies. These constituencies include the people of Maricopa County, students, private and public sector employers, universities, and primary and secondary schools.

The Maricopa County Community College District is governed by a set of policies which are foundational to carrying out our mission. 

Board Policies: 

  • have district-wide applicability;
  • ensure compliance with applicable laws and regulations; 
  • promote operational efficiency; and
  • reduce institutional risk. 

Policy Framework

On January 27, 2026, the Governing Board formally approved a new Policy Framework designed to modernize, clarify, and strengthen how districtwide policies are structured, maintained, and communicated. With the approval process now complete, the new framework will shape how future policies are developed and presented, providing employees, students, and the public with a more coherent and accessible policy environment over time. 

As part of implementation, policies may be: 

  • Newly developed under the framework
  • Substantively revised
  • Renumbered or reorganized  
  • Consolidated from multiple prior policies 
  • Promoted from existing administrative regulations and adopted as Board Policy 
  • Retired if no longer necessary

Existing Board Policy remains in effect. As policies are approved, they will be incorporated into the new policy framework. During this transition period, some policies may temporarily share duplicate numbers. This will be resolved over time as new policies are adopted and legacy policies are retired.

New Policies

Board Policy 2.2.2 – Board Committee Structure 

This policy establishes the structure, authority, and appointment process for Board committees and the roles of Board members on various committees and groups.

Effective March 24, 2026

B.P. 2.2.2, adopted under the new policy framework, replaces former Policy 4.9, issued under the prior policy system. 

Board Policy 2.6.3 – Institutional Goals 

This policy establishes the institutional goals for the Maricopa County Community College District as outlined in the Excellence Through Impact: Vision 2030 strategic plan, effective July 1, 2026 through June 30, 2030.

Effective March 24, 2026

B.P. 2.6.3, adopted under the new policy framework, replaces former Policies 1.1, 1.2. 1.3, and 1.4, issued under the prior policy system. 

Board Policy 4.1 – Governing Board Policy Adoption, Revision, and Maintenance

This policy defines how Governing Board policies are created, reviewed, revised, and maintained. Policies adopted by the MCCCD Governing Board will conform to the approved framework incorporated into this policy. While procedural details are intentionally high-level, the policy establishes a standardized process that will guide all future policy work.

Board Policy 10.1 – Acceptable Use Policy (AUP)

This policy addresses the acceptable use of District technology resources. It aligns technology expectations with the new framework while setting the stage for clearer guidance and future updates in the technology policy area.
