MCCCD Board Policies and Administrative Regulations
These are the Board Policies and Administrative Regulations of Maricopa Governance, a leadership model adopted by the Governing Board of the Maricopa County Community College District in 1996 that establishes a framework for accountability to our constituents. One of the most important roles of the Governing Board is to identify goals for the purpose of better serving the people of Maricopa County, students, private and public sector employers, universities, and primary and secondary schools.
I. Board Policies (Table of Contents)
These are principles set forth by the Governing Board to guide itself with regard to Board operations and to guide the Chancellor with regard to management of the District and are as follows:
1 -Visions, Mission, Values and Strategies
These are Board Policies that determine benefits that will occur for the Board's constituents. These are prioritized and reflected in the budget.
2 -Chancellor Responsibilities and Interpretations
Chancellor responsibilities are Board Policies that provide the prudent, ethical, and acceptable Chancellor acts, practices, and circumstances. Chancellor Interpretations serve as a foundation for future monitoring of the Chancellor Responsibilities. It is a key component for the MCCCD to conduct institutional monitoring of stakeholder deliverables.
3 -Board Staff Relations
These are Board Policies that describe the Board's relationship and accountability linkage (generally through the Chancellor).
4 -Governance Process
These are Board Policies that clarify the Board's own job and rules, including how it plans to connect with others.
Governing Board Consideration of Policy Matters
(Board Policy 4.5, see item 4B)
The Board will consider proposed new or revised policy twice, first as an informational item; then as a recommendation for approval. Upon a majority vote, the policy will be incorporated into the Board’s policies.

II. Administrative Regulations
Upon adoption of the Governance leadership model in 1996, the Governing Board transferred certain policies to the Chancellor. Administrative Regulations are used by the Chancellor in managing the day to day operations of the Maricopa County Community College District (MCCCD) and are amended, adopted, or deleted as necessary and are subject to a formal approval process.
The Administrative Regulations are organized by subject matter areas as follows:
1—Fiscal Management
Administrative Regulations related to accounting, budgeting, procurement, travel, and other financial functions.
2—Students
Administrative Regulations that cover many areas that affect students.
3 -Instruction
Administrative Regulations that cover many areas that affect students and faculty.
4 -Auxiliary Services
Additional general administrative or operational regulations not covered in the previous sections.
5 -Non-Discrimination
MCCCD's administrative regulations concerning non-discrimination, sexual harassment, and other protections.
6 -Board Resources
These administrative regulations require Board review and approval for amendment.

III. College Rules of Operation
Various departments or auxiliaries throughout the district may establish written practices or standards. Provided that such practices or standards are not in conflict with approved Board Policy or Administrative Regulations, they may supplement any provisions of the MCCCD policy manual.
