The Catalog Common Pages are MCCCD Administrative Regulations and Appendix items specifically relevant to students.
The Catalog Common Pages are reviewed and updated annually by the Common Pages Committee and coordinated by the District Office of Student Affairs and the District Director of Academic and Student Affairs. The Catalog Common Pages are a compiled list of Board Policies, Administrative Regulations, and program information directed toward student services support areas at the colleges.

Summary of Changes
Admission Process (AR 2.2.1)
Changes were made to clarify and reorganize admissions procedures, including moving application and social security number language from AR 2.2.2 to AR 2.2.1, clarifying admissions procedures for students under 18 years of age, updating requirements for home-schooled students, refining Western Undergraduate Exchange (WUE) eligibility and tuition classification language, and updating F-1 admissions language and English proficiency requirements. Additional revisions removed policy-style language to align the regulation with the operational nature of Common Pages administrative regulations and corrected formatting and grammatical inconsistencies (AMENDED through the Administrative Regulation Approval Process, April 7, 2026).
Tuition Classification (AR 2.2.2)
Changes were made to ensure continued adherence to ARS §§15-1801 et seq. and ARS §§15-1803 regarding tuition classification determinations following the implementation of Proposition 308. Revisions included moving student classifications to Appendix S-5 Student Financial Assistance, moving admission application and social security number language to AR 2.2.1, and moving concurrent enrollment language to Appendix S-3. Additional changes clarified tuition classification requirements related to spouses, parents/legal guardians, military-affiliated students, veterans, GI Bill® recipients, and eligible non-citizen students, while streamlining documentation and residency language for in-state tuition determinations (AMENDED through the Administrative Regulation Approval Process, April 7, 2026).
Transfer Credit and Prior Learning Assessment (AR 2.2.4)
Changes were made to clarify transfer credit evaluation procedures, update prior learning assessment terminology and practices, improve consistency in transfer articulation language, and align procedures with current operational and accreditation standards for awarding transfer and experiential credit (AMENDED through the Administrative Regulation Approval Process, April 7, 2026).
Catalog Under Which a Student Graduates (AR 2.2.5)
Changes were made to clarify catalog eligibility and graduation applicability requirements, improve language related to catalog expiration and continuous enrollment, and update procedural language for students seeking degree or certificate completion under prior catalogs (AMENDED through the Administrative Regulation Approval Process, April 7, 2026).
Registration (AR 2.2.8)
Changes were made to relocate concurrent enrollment provisions from AR 2.2.2 to AR 2.2.8 to align registration-related requirements within the registration regulation and improve organizational clarity for enrollment processes. Additional revisions clarified registration responsibilities and enrollment procedures for students under 18 years of age (AMENDED through the Administrative Regulation Approval Process, April 7, 2026).
Attendance (AR 2.3.2)
Changes were made to clarify attendance expectations, student participation requirements, faculty authority related to attendance verification and administrative withdrawals, and alignment with current instructional delivery modalities and financial aid compliance requirements (AMENDED through the Administrative Regulation Approval Process, April 7, 2026).
Grading (AR 2.3.3)
Changes were made to clarify grading standards and procedures, improve consistency in grading terminology, update grade appeal and academic record language, and align grading practices with current instructional and student records procedures (AMENDED through the Administrative Regulation Approval Process, April 7, 2026).
General Graduation Requirements (AR 2.3.9)
Changes were made to clarify graduation eligibility requirements, residency and degree completion standards, and procedural language regarding graduation applications and degree conferral. Additional revisions improved consistency with current catalog and program requirements (AMENDED through the Administrative Regulation Approval Process, April 7, 2026).
Academic Misconduct (AR 2.3.11)
Changes were made to clarify definitions and procedures related to academic misconduct, update examples of prohibited conduct, and improve consistency in disciplinary and instructional response procedures involving academic integrity violations (AMENDED through the Administrative Regulation Approval Process, April 7, 2026).
Course Substitutions and Waivers (AR 2.3.13)
Changes were made to clarify the authority, criteria, and approval process for course substitutions and waivers, including updates to procedural language related to degree and certificate completion requirements (AMENDED through the Administrative Regulation Approval Process, April 7, 2026).
College Environment and General Statement (AR 2.4.1)
Changes were made to update and reorganize introductory Common Pages language, including revisions to the general statement, nondiscrimination language, equal opportunity statements, and governing values to improve consistency, accessibility, and alignment with current institutional practices and legal requirements (AMENDED through the Administrative Regulation Approval Process, April 7, 2026).
Use of College Grounds by Non-MCCCD Affiliated Users (AR 2.4.9)
Changes were made to clarify procedures, responsibilities, and limitations regarding use of college facilities and grounds by non-MCCCD affiliated individuals and organizations, including updates related to facility access, operational authority, and compliance with district regulations (AMENDED through the Administrative Regulation Approval Process, April 7, 2026).
Smoke Free / Tobacco Free Environment (AR 4.12)
Changes were made to update terminology and clarify district expectations related to smoke-free and tobacco-free environments, including consistency with current public health standards and district operational practices (AMENDED through the Administrative Regulation Approval Process, April 7, 2026).
Tuition Classifications (Appendix S-1)
Changes were made to align tuition classification guidance and documentation requirements with updates to AR 2.2.2, including revisions related to Proposition 308 eligibility, domicile determination, military and veteran exceptions, residency documentation, and lawful presence requirements (AMENDED through the Administrative Regulation Approval Process, April 7, 2026).
Concurrent Enrollment in Arizona Public Institutions of Higher Education (Appendix S-3)
Changes were made to relocate and clarify concurrent enrollment requirements previously contained in AR 2.2.2, including updates related to non-resident tuition assessment, concurrent enrollment limitations, and statutory compliance requirements under ARS §15-1807 (AMENDED through the Administrative Regulation Approval Process, April 7, 2026).
Student Financial Assistance (Appendix S-5)
Changes were made to add and clarify student classification definitions (freshman, sophomore, junior, and senior) in support of financial aid eligibility, academic progression, and bachelor’s degree program implementation. Additional revisions improved consistency with current student information system and financial aid operational practices (AMENDED through the Administrative Regulation Approval Process, April 7, 2026).
Non-Instructional Complaint Resolution (Appendix S-8)
Changes were made to clarify procedures, timelines, and responsibilities associated with the resolution of non-instructional student complaints, including updates intended to improve procedural consistency, accessibility, and alignment with current district operational practices (AMENDED through the Administrative Regulation Approval Process, April 7, 2026).

Summary of Changes
Admission Policy (AR 2.2.1)
The following changes were made to section 2.2 Admission/Registration/Enrollment: add clarification to U18 students admissions and rights and responsibilities, changed address assessment requirements for home-schooled students, updated to F-1 admissions cut off scores, and fixed grammatical errors (AMENDED through the Administrative Regulation Approval Process, May 12, 2025).
Admission Information (AR 2.2.2)
Changes in admissions to ensure adherence to ARS §§15-1801 et seq. and ARS §§15-1803 in regards to the determination of tuition classifications (AMENDED by Direct Chancellor Approval, September 3, 2025).
With the addition of bachelor's degree offerings at MCCCD, the financial aid council seeks to add clarification to a student grade level progression (freshman, sophomore, junior & senior) (AMENDED through the Administrative Regulation Approval Process, May 12, 2025).
Registration (AR 2.2.8)
A sub-group of the Under 18 and Minors on Campus (U18MOC) Work Group examined and reviewed current Administrative Regulations connected to admissions and registration for under 18 students. Administrative Regulations 2.2.8 and 2.2.9 were identified as needing clarification and updating. These updates included: provide clarification on admissions versus registration, provide clarification on the registration process for students under the age of 18, and provide clarification on financial responsibility and debt incurred by a minor student (AMENDED through the Administrative Regulation Approval Process, May 12, 2025).
Tuition and Fees (AR 2.2.9)

Refund Policy (AR 2.2.10)
Updates and clarifying changes were made to add where a student can find a refund deadline for class, reversed table for length of class, add definitions to differentiate drop and withdrawal, and where requests are directed. General Graduation Requirements (AR 2.3.9)
A series of changes were made to address issues of misunderstanding and to support students in a variety of ways toward timely completion including:
- Clarification related to credit totals when course waivers are employed
- Adjustment to FYE population to remove intent to transfer as there is no way to assign FYE to students if they intend to transfer but are only taking classes
- Adjustments to include the applicability to institutional graduation processes such as reverse transfer and proactive graduation
- Clarification on graduation in historical replaced awards
- Clarification to what population is eligible for reverse transfer, the requirements, and how the graduating institution is determined
- Reference to AGEC policies (which are outside of MCCCD) added
- Update to clarify how PLA is applied to the AGEC
- Revisions to clarify how IGETC courses are applied to the AGEC
- Moved appeals section further up in the regulation to clarify that appeals can be made to the bulleted requirements

Course Substitutions and Waivers (AR 2.3.13)
A series of changes were made to address issues of misunderstanding about what substitutions are and when they can be applied including:
- Providing a definition for course substitutions and acknowledging other methods where a specific course requirement may not be required or met by other means,
- Acknowledging that students may have earned a course higher than a requirement that could be an appropriate reason to substitute a lower level course even within the required courses of a transfer pathway,
- Removed references to AGEC A,B,S in preparation for sunsetting in the new AGEC,
- Clarified that program substitutions are approved by the program faculty leadership or designee; other individuals such as deans and VPAAs may optionally be included for awareness,
- Clarified that substitutions for degree-seeking students should not be considered unless they have earned 15 or more credits at MCCCD or another institution, i.e., our default position from the student start on a path is to have students complete curriculum as written unless there is a reason to later deviate,
- Provided an option for students to meet to discuss and/or appeal substitutions decisions in a similar manner as other regulations,
- Added examples of substitution documentation,
- Clarified that substitutions do not expire but may no longer be relevant if a student changes programs or effective terms.
Addition of a Course Waiver concept distinct from substitutions which covers circumstances where waivers can apply and impacts to credit requirements for a degree or certificate. (AMENDED through the Administrative Regulation Approval Process, May 12, 2025).
Student Conduct Code (AR 2.5.2)
The "student handbook" is referenced 3 times in 2.5 as an and/or in the first two and in 2.5.3.5.B.4 as a "and." In addition to the changes proposed here, "student handbook" is also used in 3.6 Distribution of the Syllabus. However, not all campuses (if any) still publish a student handbook and, and the information as to what one is changes with each campus (AMENDED through the Administrative Regulation approval process, May 12, 2025).

Behavioral Intervention Team (BIT) (AR 2.6)
The new administrative regulation outlines a consistent framework for management of Behavioral Intervention Teams (BIT) at each college to include scope of student behaviors, membership, team trainings, and review and assessment processes (ADOPTED by Direct Chancellor Approval, January 12, 2026).
Veterans Services (AR 2.9)
The apostrophe was removed from the header "Academic Progress Policy for Students Receiving Veterans Educational Benefits." The header was missing from the Common Pages PDF and Redline PDF and has been added to the documents (TECHNICAL CHANGE, November 13, 2025).
Student-Athlete Name, Image, Likeness Activity (AR 2.12)
The amended administrative regulation aligns with the update to the Arizona law to be more permissive for student-athlete name, image, likeness (NIL) opportunities. (AMENDED by Direct Chancellor Approval, January 12, 2026).
Distribution of Course Syllabus (AR 3.6)
Timeline for syllabus distribution was updated to support student success. Please note this regulation does not presently appear in the Common Pages document but does appear in the INSTRUCTION section of the Administrative Regulations (AMENDED through the Administrative Regulation approval process, May 12, 2025).

Instructional and Final Grade Grievance Process (Appendix S-6)
Updates to S-6 Instructional and Final Grade Grievance Process appendix were made to align with the current Residential Faculty Agreement and ensure the language of S-6 allows for those updates without needed yearly revisions (AMENDED through the Administrative Regulation approval process, May 12, 2025).

Other Admission Information (AR 2.2.3)
The Biden-Harris Administration released final rules to significantly strengthen monitoring and oversight of institutions of higher education and strengthen consumer protection for student borrowers. These federal regulations allow the Department of Education to better protect taxpayers from the negative effects of sudden college closures, restrict colleges from withholding course credits paid for with federal money from students’ transcripts, and require colleges to clearly communicate to students how much financial aid they will receive—a common source of confusion and error. The revisions to AR 2.2.3 are compliance measures responsive to the federal rule changes (AMENDED through Direct Approval by the Chancellor, June 17, 2024).
Transfer Credit and Prior Learning Assessment (AR 2.2.4)
Documented comments, questions, and requests from various stakeholders, including Admissions and Records and Advisement Directors and staff prompted changes to the regulation. The changes provide greater clarity and direction to support a more consistent interpretation across the District (AMENDED through the Administrative Regulation Approval Process, June 4, 2024).
Catalog Under Which a Student Graduates (AR 2.2.5)
There has been consistent student and staff misunderstanding about how catalog year is determined. The changes clarify what the catalog is, and how it is determined, as well as provide tangible examples (AMENDED through the Administrative Regulation Approval Process, June 4, 2024).
Student Assessment and Course Placement (AR 2.2.7)
The Common Pages did not include a definition of remedial coursework. Based on the federal guidelines related to financial aid eligibility for remedial coursework, the Developmental Education Council (with input from Directors of Admissions and Records and Financial Aid Managers) created a definition for inclusion in AR 2.2.7. This definition will be used by relevant Instructional Councils (ICs) to identify remedial coursework within the subjects under their purview. This remedial course list will be used by financial aid, enrollment services, academic advising, and other student support areas to provide guidance to students in course selection and in awarding financial aid. In addition, the 2020 Pandemic Response Revised Student Assessment and Placement is removed as the ICs and DEC have since reviewed these practices and have incorporated the content into the placement chart and the changes to AR 2.2.7 (AMENDED through the Administrative Regulation Approval Process, June 4, 2024).

The Course Fees Task Force was established at the request of the Chancellor to bring together stakeholders from all levels of the system to: examine policies and practices related to course fees and refunds, make recommendations for change that will increase transparency for students related to course fees, improve consistency across colleges with regard to fees, and highlight areas where training would be beneficial for college curriculum offices and those who submit course fees. One of the final recommendations of this task force was to update the tuition and fee regulation to clarify how course fees are/are not refunded and any process for appeal (AMENDED through the Administrative Regulation Approval Process, June 4, 2024).

University Transfer (AR 2.2.13)
An addition of a transfer disclaimer to include prior learning assessment (AMENDED through the Administrative Regulation Approval Process, June 4, 2024).
Grading (AR 2.3.3)
GPA calculation and where these are located is a common point of confusion for both students and staff. During a town hall meeting presenting Common Pages changes, a request was made to include how GPA is calculated in MCCCD in the regulations to support both students and staff. There is no change in the manner in which these calculations are performed. This is just a documentation of current practice (AMENDED through the Administrative Regulation Approval Process, June 4, 2024).
Academic Standing, Warning, and Probation (AR 2.3.4)
Changes were made to the 2023-24 regulation that is not operational in the system as written and, if interpreted literally, would preclude a college from making local business process determinations to review appeals in a timely manner. At the request of DARS, a work team was developed to make business process recommendations to operationalize the regulation. The working team recommended changes to ensure the language of the regulation matches the business processes (AMENDED through the Administrative Regulation Approval Process, June 4, 2024).
Withdrawal (AR 2.3.6)
Revision to the regulation to address the concern that the student transcript would contain sensitive information about the reason for the medical withdrawal. The revision clarifies the maintenance of confidentiality (AMENDED through the Administrative Regulation Approval Process, June 4, 2024).
Academic Renewal ("Academic Forgiveness") (AR 2.3.7)
A revision to the regulation language in alignment with the previous cycle changes in 2023-24 (AMENDED through the Administrative Regulation Approval Process, June 4, 2024).

In Spring 2023, a District wide Artificial Intelligence (AI) task force formed to review current AI policies and provide guidance for future use. In an effort to bring Common Pages and Administrative Regulations up to date and create more uniform, One Maricopa policy, the decision was made to add AI specific language to Academic Misconduct. The language drafted and approved by the District AI task force is the model for the language used in the changes. AI specific language was added and minor, non-substantive changes were made. No changes were made to the sanctions and procedures section (AMENDED through the Administrative Regulation Approval Process, June 4, 2024).
Student Records (AR 2.5.3)

Veteran Services (AR 2.9)
During EMCC's annual catalog submission to the State Approving Agency (SAA) for the Department of Veteran Affairs' (VA) Educational Benefit programs, the VA returned the EMCC catalog for a Common Pages clarification. According to 38 CFR 3679(e), we are required to provide 90 days of penalty free enrollment protections for any VA Education Benefits student using Chapter 33, 31, 30, 1606, or 35. They specify “covered individuals” and then specifically mention Chapter 33, 31, and 35. VA’s definition of covered individuals refers to any VA Education Benefits student under Chapter 30, 31, 32, 33, 35, or 1606. The Common Pages did not completely define all of the chapters that are considered covered individuals, so the additional chapters were added in order to be in compliance with the VA. Section 1018 of the VA’s School Certifying Official Handbook defines covered individuals as “a student using benefits under chapter 30, 31, 32, 33, or 35 of title 38, U.S.C., or chapter 1606.” In addition, 38 CFR 3679(e) specifies required protections and who qualifies for them (AMENDED through the Administrative Regulation Approval Process, June 4, 2024).
Distribution of Course Syllabus (AR 3.6)
This change is in response to the work of the Course Fees Task Force regarding the requirement to include a statement about course fees in the syllabus. Please note this regulation does not presently appear in the Common Pages document but does appear in the INSTRUCTION section of the Administrative Regulations (AMENDED through the Administrative Regulation approval process, June 4 2024).
Compassionate Withdrawal Process (Appendix S-20)
Compassionate withdrawal is considered when a sudden emergency or severe change in personal circumstances result in an inability to continue/complete courses. The student provides a written statement of their situation and any documentation to support this request if applicable (e.g. death certificate, accident report, etc.). Many staff, especially in Admissions and Records (Student Affairs) have reported confusion regarding how to enact this current policy. In Fall 2023, a Mental Health Implementation Work Team was convened to implement Mental Health Task Force recommendations approved by the Chancellor. Enacting a compassionate withdrawal process was one of the seven total recommendations made (AMENDED through the Administrative Regulation Approval Process, July 2, 2024).
Prohibited Sex Discrimination, Sex-Based Harassment, and Retaliation (2024) (AR 5.1.17)
Regulatory changes issued by the Department of Education in April 2024 necessitate implementing a new Title IX Sexual 2024 Title IX AR. in addition to our current Title IX AR. (5.1.16). Both policies will be in effect until noted otherwise (ADOPTED by Direct Approval from the Chancellor, July 31, 2024).
On January 9, 2025, the U.S. District Court for the Eastern District of Kentucky issued an opinion and order that vacated the 2024 Title IX regulations. This means that the 2024 regulations as outlined in Administrative Regulations 5.1.17 no longer apply (DIRECT APPROVAL by the Chancellor, January 23, 2025).
Pregnancy and Related Conditions and Parenting Student (AR 5.1.18)
Regulatory changes issued by the Department of Education in April 2024 necessitate implementing a standalone Pregnancy and Parenting AR (ADOPTED by Direct Approval from the Chancellor, July 31, 2024).
On January 9, 2025, the U.S. District Court for the Eastern District of Kentucky issued an opinion and order that vacated the 2024 Title IX regulations. This means that portions of the 2024 regulations as outlined in Administrative Regulation 5.1.18 no longer apply (AMENDED by Direct Approval from the Chancellor, January 23, 2025).
Discrimination Complaint Procedures for Students (Appendix ND-2)
A revision to the procedures has been made to charge investigators with providing a fact-finding report to the Regional Directors and the Regional Directors will be tasked with making policy violation determinations (AMENDED by Direct Approval from the Chancellor, April 18, 2025).

Regulatory changes issued by the Department of Education in April 2024 necessitate implementing a new Title IX Sexual 2024 Title IX AR. In addition to our current Title IX AR. (5.1.16). Both policies will be in effect until noted otherwise. ND-6 are the procedures implement to AR 5.1.17 Prohibited Sex Discrimination, Sex-Based Harassment, and Retaliation (2024) (ADOPTED by Direct Approval from the Chancellor, July 31, 2024).
On January 9, 2025, the U.S. District Court for the Eastern District of Kentucky issued an opinion and order that vacated the 2024 Title IX regulations. This means that the 2024 regulations as outlined in Administrative Regulations 5.1.17 and the procedures no longer apply (DIRECT APPROVAL by the Chancellor, January 23, 2025).

Eligibility for Accommodations and Required Disability Documentation (AR 2.8.1)
As part of the revisions to the Discrimination Complaint Procedure for Students policy (Appendix ND-2), the work group agreed it was best to remove the review/appeal process for students with disabilities will follow if they are unsatisfied with the granted accommodations or otherwise feel their disability(ies) are not being properly accommodated. This change does allow for a cleaner process but still meets the requirements from the OCR (AMENDED through the Administrative Regulation Approval Process, June 12, 2023). This change in language, specifically an addition of language regarding the prohibition against retaliation, is being added to Administrative Regulation 2.8.1 after the Phoenix College and GateWay Community College entered into Resolution Agreements with the Office for Civil Rights. In both instances, it was noted that the prohibition against Retaliation is not included in Administrative Regulation 2.8.1. This language should be added to ensure students seeking redress under the policy will know of the prohibition against retaliation (AMENDED through Direct Approval by the Chancellor, August 3, 2023).
In a recent resolution agreement with the Office of Civil Rights, the District is required to add language regarding provisional accommodations for compressed schedule classes (AMENDED through Direct Approval by the Chancellor, November 14, 2023)
Revisions were made IV. Procedures and VIII. Request for Reconsideration and Grievance Procedure. This change is simply to update the titles where needed for consistency within the section of the DRS Managers to include Directors, and to address title capitalization issues (TECHNICAL CHANGE, AMENDED through Direct Approval by the Chancellor, January 31, 2024).

Summary of Changes
Admission Policy (AR 2.2.1)
The amendment impacts the English proficiency requirements for admission for F-1 visa students only. A clarifying statement was added to allow colleges that do not offer ESL programs the ability to adjust the minimum TOEFL score requirement to ensure students are better prepared for academic courses. The colleges do not use the ASSET or COMPASS tests anymore (AMENDED through the Administrative Regulation Approval Process, May 24, 2022).
Admission Information (AR 2.2.2)
Section 1005 of the new Public Law 116-315: (Johnny Isakson and David P. Roe, M.D. Veterans Health Care and Benefits Improvement Act of 2020) removed the requirement for covered individuals to enroll in a course at a public institution of higher learning within three years of being discharged from the military to receive in-state tuition. In addition, the Colonel John M. McHugh Tuition Fairness for Survivors Act of 2021 requires that colleges add Chapter 35 Veteran Affairs (VA) educational benefits to qualify for in-state residency. As a result of these changes, most of the language in section 2.2.2 subsection C, number 8 can now be removed. Students using VA educational benefits no longer need to show intent to make Arizona their permanent residence to be granted the in-state tuition rate. The VA policy (Title 38 Section 3679(c)) states that if a student is residing within the state where the institution is located, regardless of whether they meet residency requirements, the student must be billed at the in-state tuition rate (AMENDED through the Administrative Regulation Approval Process, May 24, 2022).

Academic Advising and New Student Orientation (AR 2.2.6)
1. The District is no longer requiring CPD/AAA as a remediation requirement for students. Therefore, it has been removed from Administrative Regulation (AR) 2.2.6. There is also no longer a mandatory hold for Advising and New Student Orientation, so that language has changed to support and encourage students to complete both - without listing it as a requirement under Administrative Regulation (AR) 2.2.6. 2. The new FYE101 and FYE103 courses will be part of all degree and transfer student program pathways - as a result it is now a Graduation Requirement and has been moved to that location at the recommendation of the joint Vice President (VP) councils - AR 2.3.9 (AMENDED through the Administrative Regulation Approval Process, May 24, 2022).
Attendance (AR 2.3.2)
This regulation amendment was made to comply with SB1406 Excused Military Absences; Higher Education and FSA regulations 34 CFR 668.18 which requires institutions of higher education to develop policies for readmittance of military members whose course work is interrupted due to military service (AMENDED by Direct Chancellor Approval, September 14, 2022).
Grading (AR 2.3.3)
Amendments made to the grading regulation, so that staff could consistently answer student’s inquiries about repeating a class and/or improving a grade. 1. Is the class considered an “attempt” 2. May the class be repeated to improve a grade. 3.The definition of an “attempt” had been added to the AR 2.2.3 Grade policy (AMENDED through the Administrative Regulation Approval Process, May 24, 2022).

Made edits to the definition of “student” to encompass admitted students, as well as students enrolled in an immediate previous term or future term. 4. Eliminated redundant sections related to removal of a student from a class for disciplinary reasons. a. This includes an addition of language to A.R. 2.3.11 describing an instructor's ability to remove a student from class for one class period. 5. Expanded jurisdiction to online/email/electronic medium behavior, and clarified off-campus behavior that can be addressed by the code. 6. Addressed animals on campus (aligns with AR 3.9). 7. Replaced “emergency suspension” with “Interim Actions,” and the role of BIT teams (risk assessment) is explained. 8. Added section on “Infringement to the Right of Free Expression” to comply with the State of Arizona legislative mandate. 9. Added “Degree/Certificate” removal as a potential sanction, as well as “Behavioral Requirement” to allow for more education/skill building options (AMENDED through the Administrative Regulation Approval Process, May 24, 2022).

Student-Athlete Name, Image, Likeness Activity (AR 2.11)
This new regulation allows an MCCCD student-athlete to earn compensation from the use of the student-athlete's own name, image, and likeness to the extent allowed by the rules established by the relevant national association for promoting or regulating collegiate athletics in accordance with Arizona Revised Statute 15-1892 Student-athlete compensation; definitions (ADOPTED by Direct Chancellor Approval, September 14, 2022).
Student Financial Assistance (Appendix S-5)
The amendment to S-5 is a regulatory change. To provide guidance on the treatment of federal student aid (Title IV) funds when a student withdraws from a Maricopa college (AMENDED through the Administrative Regulation Approval Process, May 24, 2022).
Individual Use of Intellectual Property Form (Appendix S-19)
This new appendix to the administrative regulations is the form by which MCCCD student-athletes request written approval of the respective MCCCD College Athletic Department to use MCCCD’s intellectual property, including registered trademarks, copyrights, official logos, marks, or colors within established guidelines. The form should be submitted to the student’s Athletic Director and the MCCCD Marketing Department for review five (5) business days in advance of the proposed student-athlete NIL use of MCCCD intellectual property (ADOPTED by Direct Chancellor Approval, September 14, 2022).

Common higher education practice is to set the acceptance/application of transfer credit and PLA limit by taking the minimum number of credits required for the degree (60 credits) and subtract the residency requirement (proposed 15 credits). The maximum limit would be 45 credits. At Maricopa, it is currently set at 30. Recommendation: Set the maximum limit for transfer and PLA credit at 45 credits. Reaching the max limit is infrequent and mostly impacts occupational areas that see credentials equating to a large amount of credits (e.g. Policy Academies, Cosmetology, etc.). The proposed change is now reflected in 2.2.4 (AMENDED through the Administrative Regulation approval process, June 24, 2021).
Catalog Under Which a Student Graduates (AR 2.2.5)
The proposed changes include the following: Removal of extraneous information to increase the usefulness and relevance of the section; Removal of outdated information, practices, and restrictive language; Incorporation of clarify language (AMENDED through the Administrative Regulation approval process, June 24, 2021).

Course Substitutions (AR 2.3.13)
During a recent SAA audit (State Approving Agency) which originated with the Veteran's Readjustment Act of 21944 and/or GI Bill of Rights, the SAA did not find any language in our common pages addressing the use of the Course Substitution form. We need verbiage in our catalog, a process, and a standardized form for course substitutions. These substitutions are needed to support the implementation of the transfer pathways with emphasis and issues related to pathway completion in the time of COVID-19. The transfer pathways with emphasis are shared across Maricopa and align to the requirements of the specified transfer institutions on the pathway. If a course is substituted to meet requirements of a Maricopa transfer pathway with emphasis, there is no guarantee that the substituted course will fulfill a degree requirement at a transfer institution. Thus, course substitutions on transfer pathways should only be made in a specified and transparent manner (ADOPTED through the Administrative Regulation approval process, June 24, 2021).
Students with Disabilities (AR 2.8)
As the regulation was last amended on June 24, 2021, the intent of the change is to provide clarity to the Disability Resource Service Managers that an extension of provisional accommodations must be made via a request, and that the District ADA/504 Coordinator must review all requests (AMENDED, November 15, 2021 Office of Public Stewardship housekeeping update).
Eligibility for Accommodations and Required Disability Documentation (AR 2.8.1)
This regulation has been revised to align with best practices and with current Office for Civil Rights, US Department of Education (OCR) guidance (via Resolution Agreements with other institutions) regarding appropriate documentation to support requests for accommodations/academic adjustments and related matters (AMENDED through the Administrative Regulation approval process, June 24, 2021).
Title IX Sexual Harassment Policy (AR 5.1.16)
New guidance from the Department of Education relating to the federal regulations guiding Title IX necessitate removing language addressing 34 C.F.R. § 106.45(b)(6)(i) (the requirement to not consider statements provided by a party that doesn’t submit themselves for cross-examination at a live hearing). This provision was found to be arbitrary and capricious, was vacated by a court of competent jurisdiction and the Department of Education has now issued guidance that this provision will not be enforced. The court issued its decision on July 28, 2021; with the Department of Education issuing a letter on August 24, 2021, stating that it would immediately cease enforcing the provision in question (AMENDED by Direct Approval from the Chancellor, September 20, 2021).

Housekeeping Change - Standard Exam Scores were updated (AMENDED by Direct Approval from the Provost, April 20, 2021). 1.) Flat Administrative Fee: The change reduces the cost for students; Students may be more likely to pursue PLA, which could actually generate an overall increase in utilization of this fee and money brought in. Most importantly, the change in policy and practice could positively contribute to the District’s Student Enrollment Management Plan, which focuses on what is best for students' success, including reduced time to degree completion, while increasing enrollment. 2.) Industry Recognized Credentials: Not assessing a fee for Prior Learning Assessment (PLA) of industry recognized credentials provides a streamlined path for students so that they can pursue an educational award without duplication of courses or loss of potential credit. Veteran Services (AR 2.9)
An amendment was made in order to bring the current regulation into compliance with the Veterans Benefits and Transaction Act of 2018 (AMENDED by Direct Approval by the Chancellor, October 21, 2020). The Department of Veterans Affairs (VA) has changed the name of its program from The Vocational Rehabilitation and Employment to Veteran Readiness and Employment (VR&E). The name change is reflected on the VA’s website and was effective June 2020 (AMENDED by Direct Approval by the Chancellor, April 14, 2021).
Recording of Faculty Lectures (AR 3.4)
The regulation was called Taping of Faculty Lectures; however, has been renamed Recording of Faculty Lectures. The administrative regulation needed clarification on the issue of posting all or part of a class lecture on social media sites. This had not been a part of the existing regulation. This change will also codify the conditions under which a student with a qualified disability may record lectures and what must be done with those lectures when the class is finished. These changes will also provide faculty more instructions on how to alert students of the prohibition on recording lectures (AMENDED through the Administrative Regulation approval process, April 20, 2021).
Additional Policy Violations (AR 5.1.9)
An amendment was made to ensure compliance with revised Title IX regulations that became effective August 14, 2020 (AMENDED by Direct Approval by the Chancellor, November 16, 2020).

These new regulations required that the MCCCD Title IX policy be rewritten (ADOPTED by Direct Approval by the Chancellor, August 3, 2020). Changes were recently made to this administrative regulation in alignment with the Department of Education’s release of the new Title IX Regulations. Upon implementation of the revised regulation within the Maricopa system, it was determined by the Associate General Counsel that language in the current regulation regarding mandatory dismissals is not part of the new regulations and should be removed. The language appears in Section XX (5) Dismissal (Mandatory and Discretionary). Language in items 3 and 4 was removed. In addition, technical formatting cleanups were made to the numbering convention in that section (AMENDED by Direct Approval by the Chancellor, September 16, 2020).

It is recommended to separate out the University Transfer portion from Transfer Credit and Prior Learning Assessment for the following reasons: Transfer Credit and PLA outlines the intake of credit process where as University Transfer address the transfer of credit; University Transfer is buried under the 2.2.4, which is about Admissions into the colleges; University Transfer highlights statewide practices whereas 2.2.4 outlines Maricopa’s practice.(ADOPTED through the Administrative Regulation approval process, June 4, 2019).

An amendment was made to Appendix S-7 Withdrawal Procedures. The purpose of the amendment is to clarify that faculty can issue a W or Y at any point in the semester. This proposed verbiage defines that the student must still follow former visa type restrictions (e.g., B1 restricting to half-time, vocational classes like ESL and noncredit classes) even if the former visa type is expired AND the student will need to wait an additional year to establish domicile once the change of status is approved according to the USCIS Notice of Action Letter. Refund Policy (AR 2.2.10)
The policy now clarifies when tuition assistance funds are involved, the student's potential financial obligations to the US Department of Defense (DOD) and Maricopa, and the calculation that will be used to determine the amount of tuition assistance funds that will be returned to the DOD. All schools must update their DOD Memorandum of Understanding dashboard with the policy language to be in compliance with audits that began in October 2016 (refer to Red Line Word page 30). Because the process will involve ensuring money is returned to the DOD, the intent is to have the change become effective on July 1, 2017 for the new fiscal year. Addition of "Clock Hour" to Policy language - Addition of the term "clock" to the policy in order to recognize clock hours as well as credit hours. AzMERIT is the statewide achievement test. Arizona public school students in Grades 3 through high school will take AzMERIT in English Language Arts and Mathematics at their grade level. Students taking high school level English Language Arts and Mathematics will take AzMERIT End-of-Course assessments that will test their proficiency in these subjects near the end of the course.
Other Admission Information (AR 2.2.3)
The Maricopa Admission and Records offices have been receiving official transcripts through Parchment and E-script for over a year and have found it to be a secure and timely way for students to send their official transcripts. From the www.hslda.org website: Homeschooling is legal throughout the United States. Each state is free to create its own legal structure for home education, so one state’s homeschooling laws may look very different from another’s.
"Credit for Prior Learning" renamed "Prior Learning Assessment Credit" (AR 2.2.4)
Maricopa’s transfer policy (AR 2.2.4 Credit for Prior Learning, Section 3-Articulated Transfer Credit) has been modified to allow Maricopa colleges to evaluate coursework and intake transfer credit from any institution included in the current Directory of Council for Higher Education Accreditation (CHEA)-Recognized Organizations, which is published by the American Council on Education (ACE), and/or the U. S. Department of Education’s Database of Accredited Programs and Institutions. Credit for Prior Learning, Section 3-Articulated Transfer Credit (AR 2.2.4)
Direct approval by the Chancellor on January 4, 2017, in order to begin immediate implementation during the 2016-17 Academic Calendar Year. Modified to allow Maricopa colleges to evaluate coursework and intake transfer credit from any institution included in the current Directory of Council for Higher Education Accreditation (CHEA)-Recognized Organizations, which Is published by the American Council on Education (ACE), and/or the U.S. Department of Education's Database of Accredited Programs and Institutions. 2016-2017 Red Line Word - Please refer to page 22 for the red line amendments made for 2.2.4 Credit for Prior Learning.
Eligibility for Accommodations and Required Disability Documentation (AR 2.8.1)

Distribution of Course Syllabus (AR 3.6)

Student Conduct Code (AR 2.5.2)
Amended by Direct Approval by the Executive Vice Chancellor and Provost on January 31, 2017 to extend the retention timeframe for student conduct records from 5 years to 7 years.
