Summary of Changes
Admission Policy (AR 2.2.1)
The proposed changes maintain international admissions compliance and align with the recent tuition, cost of living and health insurance increases. There were also updates to the means of submitting international student applications to include electronic (AMENDED through the Administrative Regulation Approval Process, June 12, 2023).
Admission Information (AR 2.2.2)
With the passage of Arizona Senate Bill 1453 (SB1453) by Governor Doug Ducey on May 4, 2021, Arizona joined the growing number of states that allow community colleges to offer bachelor's degrees. To support bachelor’s seeking students a comprehensive review of our common pages was required. The changes outlined reflect the discussions and decisions of the business process subject matter experts that were made based on relevant regulations, as well as benchmark institution practices. Compliance changes were also due to the passage of Proposition 308 which enabled students here in the state without a lawful status to qualify for in-state tuition should two specific criteria be met sub section ii, number 2 (AMENDED through the Administrative Regulation Approval Process, June 12, 2023). A housekeeping change was made to remove an editorial note erroneously carried over from changes made in the 2015-16 cycle (HOUSEKEEPING CHANGE, July 10, 2023).
Other Admission Information (AR 2.2.3)
Appendix S-7 Withdrawal Procedures was removed from the Appendices section and incorporated into Administrative Regulation 2.3.6 Withdrawal through the Administrative Regulation Approval Process. A technical change was made to AR 2.2.3 to remove the reference to Appendix S-7 and replace it with a reference to AR 2.3.6 Withdrawal (TECHNICAL CHANGE, July 11, 2023).

General Graduation Requirements, Associate of Arts, Fine Arts - This is a compliance change as there is no option for a student to complete the AAFA without an emphasis. General Graduation Requirements – Arizona General Education Curriculum - This is a compliance change as this aligns with AZTransfer statewide AGEC Policies. Course Substitutions (AR 2.3.13)

Eligibility for Accommodations & Required Disability Documentation (AR 2.8.1)
As part of the revisions to the Discrimination Complaint Procedure for Students policy (Appendix ND-2), the work group agreed it was best to remove the review/appeal process for students with disabilities will follow if they are unsatisfied with the granted accommodations or otherwise feel their disability(ies) are not being properly accommodated. This change does allow for a cleaner process but still meets the requirements from the OCR (AMENDED through the Administrative Regulation Approval Process, June 12, 2023). This change in language, specifically an addition of language regarding the prohibition against retaliation, is being added to Administrative Regulation 2.8.1 after the Phoenix College and GateWay Community College entered into Resolution Agreements with the Office for Civil Rights. In both instances, it was noted that the prohibition against Retaliation is not included in Administrative Regulation 2.8.1. This language should be added to ensure students seeking redress under the policy will know of the prohibition against retaliation (AMENDED through Direct Approval by the Chancellor, August 3, 2023).
In a recent resolution agreement with the Office of Civil Rights, the District is required to add language regarding provisional accommodations for compressed schedule classes (AMENDED through Direct Approval by the Chancellor, November 14, 2023)
Revisions were made IV. Procedures and VIII. Request for Reconsideration and Grievance Procedure. This change is simply to update the titles where needed for consistency within the section of the DRS Managers to include Directors, and to address title capitalization issues (TECHNICAL CHANGE, AMENDED through Direct Approval by the Chancellor, January 31, 2024).
